Abstract

Environmental problems caused by garbage are getting worse. However, this was even worse when China created a policy entitled National Sword Policy in 2018. One of the effects of this policy was an increase in imported waste in Indonesia due to diversion of garbage from exporting countries, which make the government of Indonesia changed its foreign policy related to imported waste. In this study, the author is interested in examining what is the best kind of regulation to support both human activites and the nature itself. The author also analyzed what are the factors that makes the government of Indonesia makes such change to the Indonesia’s policy regarding waste import. The research method that will be used by the author is a qualitative-descriptive method, in order to be able to provide a systematic picture of the process of changing a country's foreign policy, based on the theory of foreign policy change.
